I couldn't tell you how many times I've seen this quote in the past 10 months. However, not once have I seen it actually attributed to the person who said it! I am happy I now learned that the speaker of these words was President Ronald Reagan when he established the month of October as Pregnancy and Infant Loss Awareness Month.
(Sidenote: goes to show the importance of accrediting what was said to the person who said it. Or maybe that's just me and my own personal conviction.)
